General responsibilities and duties of campus leaders who report to the PVC and President
The statements of responsibilities below provide a brief introduction to each position. Performance assessment is against each of the numbered duties and any key performance indicators that have been set against those duties. In addition to the general responsibilities and duties, specific delegations and responsibilities are provided at www.monash.edu.my/executive-services/policy/compliance.html.
Responsibilities: The President leads the campus community in consistency with directions of the Board and in the best interests of shareholders and their respective requirements.
Duties: As determined by the Board and University, and as required by Malaysian legislation.
| Deputy President, Academic |
Responsibilities:
The Deputy President, Academic provides direction on overall campus strategy and operations, with portfolio responsibility for education including quality, excellence, services and library.
The DP(A) ensures that campus targets are met, including for external quality assessments and student recruitment. At campus level, outcomes are achieved by formulating strategy, providing leadership and guidance to senior colleagues, by managing strategic campus-level funds budgeted for the portfolio, and through committees and other collegial forums specific to the portfolio.
The DP(A) inculcates best practices and evaluates school performance, including leading implementation of the Campus Operational Plan and contextualising and implementing university-level education plans and initiatives (e.g., academic education performance standards, education-focussed roles, academic staff development).
The DP(A) takes responsibility for the effective functioning of the administrative support units of the portfolio, including highly effective client support and communication. The DP(A) ensures that self-accreditation, course approvals and external audits and ratings are appropriately managed.
The DP(A) is a member of the PVC’s Executive Group, the Senior Management Group, the Senior Management Forum, and the Executive Committee. The DP(A) normally observes Board meetings.
Duties:
- Ensure effective strategies, development, operational support, and reports in respect of the position responsibilities;
- Achieve targets set in the Campus Operational Plan in respect of the position responsibilities;
- Achieve outstanding assessments in relation to position responsibilities (e.g., by MUA, TEQSA, MQA, SETARA);
- Ensure compliance with all government, campus and university requirements;
- Demonstrate high levels of engagement, participation and commitment for change and development programs initiated by the PVC and President.
| Deputy President, Strategy |
Responsibilities: The Deputy President (Strategy) provides direction on overall campus strategy and operations, with portfolio responsibility for research (including research training), advancement and global engagement (including marketing and student recruitment), and planning.
The DP(S) ensures that campus targets are met, including for research inputs and outputs, and for student recruitment. At campus level, outcomes are achieved by formulating strategy, providing leadership and guidance to senior colleagues, by managing strategic campus-level funds budgeted for the portfolio, and through committees and other collegial forums specific to the portfolio.
The DP(S) inculcates best practices and evaluates school performance, including leading implementation of the Campus Operational Plan and contextualising and implementing university-level plans (research strategy, global engagement and advancement) and initiatives (e.g., academic research performance standards and talent enhancement).
The DP(S) takes responsibility for the effective functioning of the administrative support units of the portfolio, including highly effective client support and communication. Through the Planning unit, the DP(S) ensures that reporting to stakeholders is accurate and timely.
The DP(S) is a member of the PVC’s Executive Group, the Senior Management Group, the Senior Management Forum, and the Executive Committee. The DP(S) normally observes Board meetings.
Duties:
- Ensure effective strategies, development, operational support, and reports in respect of the position responsibilities;
- Achieve targets set in the Campus Operational Plan in respect of the position responsibilities;
- Achieve outstanding assessments in relation to position responsibilities (e.g., by MUA, TEQSA, MQA, MyRA);
- Ensure compliance with all government, campus and university requirements;
- Demonstrate high levels of engagement, participation and commitment for change and development programs initiated by the PVC and President
Responsibilities: The Registrar provides strategic direction on overall campus development and operations, and leads academic administration and support, including in schools. He/she holds portfolio responsibility for human resource services, student services, IT services and executive services.
Throughout the campus, the Registrar builds MUSC’s competitive advantage through superior student and staff services. Campus-wide values inculcated by the Registrar are imagination, motivation, integrity, and client service quality. The Registrar ensures leadership and delivery of state-of-art administrative support, including specification and implementation of highly effective benchmarked business processes, support systems and service levels.
The Registrar provides portfolio leadership in ensuring outward-looking and excellent student and IT services, highly effective human resource services to support a performance culture, sophisticated executive services including policy development and promulgation and maintenance of MUSC’s compliance framework. The Registrar bears a number of delegations and responsibilities in relation to Malaysian government requirements, such as those of the Ministry of Higher Education and of the Private Higher Educational Institutions Act.
The Registrar is a member of the PVC’s Executive Group, the Senior Management Group, the Senior Management Forum, and the Executive Committee. The Registrar normally observes Board meetings.
Duties:
- Ensure effective strategies, development, operational support, and reports in respect of the position responsibilities;
- Achieve targets set in the Campus Operational Plan in respect of the portfolio;
- Achieve outstanding assessments in relation to position responsibilities (e.g., by MUA, MQA, SETARA, TEQSA);
- Ensure compliance with Malaysian government, campus and university requirements;
- Demonstrate high levels of engagement, participation and commitment for change and development programs initiated by the PVC.
Responsibilities:
- Develop and encourage a shared vision for the future directions, goals and priorities of the school, which is aligned to the broader mission and goals of the faculty, the campus and the University;
- Take a leadership role in developing the school’s strategic and operational planning and manage the school so as to achieve its strategic direction and goals;
- Be responsible for academic planning and implementation, and resource allocation and management in the school;
- Engage with faculty, campus and University initiatives and with external organisations; and
- Provide academic, strategic and administrative management across the school and visionary leadership for future developments and initiatives to facilitate improvement in education.
Duties:
Leadership and strategic direction
- Provide high-level leadership and guidance to the school in supporting the campus mission and in meeting targets in the Campus Operational Plan;
- Report professionally on key school activities and responsibilities, including on service quality and academic outcomes;
- Provide high-level support, advice and reports on portfolio operations and on strategies;
- Devolve responsibilities to discipline-based sub-units within the school;
- Operate in a collegial manner, with openness and transparency;
Teaching and Research
- Develop strengths in education and in research in accordance with the documented campus processes;
- Generally guide and regulate the school’s research activities, including allocating supervisors to research students, ensuring adequate facilities for research students, and ensuring the overall well-being of research students;
- Seek, maintain and promulgate professional (as appropriate) and campus-level course accreditations, including ensuring that all school courses conform with the Malaysian Qualifications Framework and any other requirements;
Staff management
- Maintain staff members in appropriate numbers with abilities, attitudes, motivations, performance levels, position descriptions, academic levels and HEW classifications and salaries appropriate for the school’s undertakings and development;
- Undertake timely and effective staff management, performance management, development, mentoring and recruitment;
Financial and infrastructure management
- Prepare budget submissions, and operate effectively against the school’s budget allocation, with monthly reviews of the school’s budget;
- Effectively and efficiently manage the school’s resources;
- Develop initiatives and coordinate measures to generate income from internal and external sources, and provide oversight of the disbursement of such funds;
General
- Demonstrate high levels of engagement, participation and commitment for programs initiated by the Deputy President (Academic);
- Comply with all government, campus and University requirements;
- Accept delegations and responsibilities as allocated by the President;
- Cooperate effectively with other schools on the campus, including developing multi-disciplinary education and research, and with campus support units, and including effective representation on committees;
- Maintain effective liaison with the faculty, including with the dean and other faculty schools and departments.
